In the documentation for deleting a pipeline it says You can delete a pipeline if you're an administrator of the Buildkite organization or in a team that has Full Access to the pipeline. but I've created a pipeline, I'm a member of a team with Full Access to it and in the Pipeline -> Settings -> Pipeline Management section there's only the option to archive it (not to delete it).

This feature should work and my own testing has verified that I was able to delete a pipeline (via the Delete Pipeline button) as a user with Full Access to the pipeline or as an administrator of the Buildkite organisation.
Is it possible that you were running builds on this pipeline at the time you were attempting to delete it?

I was able to delete a pipeline (via the Delete Pipeline button) there's no "Delete Pipeline" button for me (only "Archive"), also no builds have been run on this pipeline. I'll email support.
