Allow using pipeline <uuid> instead of <org-slug>/<pipeline-slug> #61

It should be possible to reference the pipeline by its stable uuid instead of its unstable slug.

Currently, if the name of the pipeline changes, the slug changes and all downstream usages of the buildkite/trigger-pipeline-action need to be updated.
