I can confirm it's strictly a Windows vs Linux issue, as all of the following environments resulted in the same issue:
⛔️ Debian 12 @ my PC
⛔️ Ubuntu 20.04 @ my laptop
⛔️ Linux Mint 22 Live ISO @ my laptop
And all of these environments work fine:
✅️ Windows 11 @ my PC
✅️ Windows 10 @ my laptop
Using the JavaScript client 3.2.2 all runs well until device.vibrate(1.0), then it reports Error: {"ButtplugDeviceError":{"InvalidEndpoint":"tx"}}

The toy says "Catalina" on the box (https://iostindex.com/devices/pretty%20love/catalina/) but actually looks exactly like a Kirk (https://iostindex.com/devices/pretty%20love/kirk/), which I found strange. Probably not relevant, but mentioning it just in case.
