Admin: Password flow - Figure out the breadcrumb styles

Placeholder ticket. Eventually ticket will be used to have engineers implement a breadcrumb style.

@indexing Is there anything already designed out for this breadcrumb element:

Would it be alright if, in the interim, after the #2739 ticket is done, the default breadcrumb exists like this under a header that looks like the new designed out one on Figma?

If not, what should the background color of the breadcrumbs be in the interim?

@machikoyasuda If possible, I'd advocate we move to a standard header for all admin users (the one in the screenshot doesn't include the logo asset).

@ohmegasquared I don't believe we have the breadcrumb component in Figma yet. This is a stock component in the Django framework. We need it in the short term for deeper navigation by transit agency staff users and engineers. The only styling we plan to do immediately is choosing a different color from the default green.

Please spec a background color from our default colors.

@indexing - I had done this pass at breadcrumbs in Dec, does this work or should I revisit?

@ohmegasquared Let's use the default breadcrumb component for now and choose a color for the bg. It's functional.

As time permits, let's do a design round on this component and then review with the team. I propose we think about navigation comprehensively before we do any custom work.
