Government of Canada open source software organizations on Github

Looking at:
https://github.com/canada-ca/welcome/blob/master/Organizations-Organisations.md

I would argue that there are actually 0 Government of Canada open source software organizations. I'm not sure that there should be.

There are Government of Canada Organizations with Public Repositories on GitHub.

Maybe it's worth creating a separate list with those with open source software?

Mostly though I was looking to see if Industry Canada (ISED) were on GitHub (or Gitlab or Bitbucket). Seems baffling that they aren't, when so much of Canadian business is.

Anyways, the point of this issue is to try to change the title of that page to what it actually is.

I would love to have a list of government departments that really were embracing an Open by Default approach to IT, but think that probably should be elsewhere.
