Version 1: Temporary session storage in the browser

Review two paths for version 2:

End-user downloads a file and re-uploads
End-user gets a secure code and we save the submission temporarily.

Options analysis
Review both options for:

User experience
Security
Accessibility
Feasibility

Comparative analysis

Identify patterns by other products that can be replicated.

Completed a landscape analysis for the UI for save progress.
The FR / EN swap PR Tim merged is part of this investigation, as this was part of the prototyping
Options analysis is underway
