Add Flutter Template for Celo Composer

This PR resolves #302 and #322

This template has the minimal setup and dependencies to facilitate a simple web3 connection.

The template housing the Flutter repo points to an external repository. If one is created for Celo Org, I can push it there.

• Hardhat with a simple minipay smart contract
• Interact with web3 elements using ReOwn Appkit
• Cross platform support

Changes:

• Added Flutter template
• Removed unsupported platforms by ReOwn Appkit like Linux, macOS, web, etc.
