Why is the fake score greater than 1?

I notice the graph says “We scale the y axis by the maximum score.” Maybe his fake score could be 3,5 or 20, but it scales 20 to 1, which means all scores are divided by 20？
So still the higher the score the more fake the video is, we need to find a threshold which I guess could be 1?
