Setup CI/CD

We will use travis for the ci/cd.
There are a few nuances that needs to thought thru before implementation

• Less technical, more process: This is an organization page, so the keys we use to deploy who has access to them and storage. Keep in mind the longer term maintainership of the project, with Chipy board being in control of the keys.
• More technical, less challenging: configuration changes for github autocommit by nikola inconf.py
