pyats 24.3 has a bug when connecting to Controller-Managed IOS-XE, it fails after "pnpa service discovery stop"

Issue opened for pyats: CiscoTestAutomation/unicon.plugins#98

Until is fixed, we're locking pyats version to less or equal to 24.2
