ACTION: Update numbering in wrong order

What is the problem?
I made a dummy 'Action' phase with 2 updates. The numbering was inconsistent - 'update # 1' says 2 next to it and is listed second, and 'update # 2' says 1 next to it and is listed first.

Why is this a problem?
Confusing/misleading for users.

Possible solution.

1. Make sure the numbering matches - first one to be posted should be 1 and # 1.
2. I'll tag @kevincrepin @Lidziya-p @TiinaDUX in case they disagree, but to me it would make sense if the most recent update shows first (same logic as with discussion arguments), and if the 'Create an update' block (for admins' view) was always at the top), like so:
