Describe the bug
A stuck follower can block the whole cluster.

Describe your setup
Please describe the environment you are using, e.g. LavinMQ version, operating system, client software.

How to reproduce

start a leader, start a follower, start lavinmqperf throughput. Pause the follower, the leader wont timeout the follower.

Expected behavior

The leader should disconnect the stuck follower. A readtimeout is expected to be raised, and handled, but doesn't.
