Multi-select "popup card" reopens automatically after being closed

Describe the bug
When selecting one or more queues in the queue list a "popup card" with purge and delete buttons are opened. If this popup is closed (x) it will automatically reopen when queue list is refreshed.

How to reproduce
add some queues
mark some of the queues as selected, and then close the popup
wait for the popup to pop back up

Expected behavior
If the popup is closed it should unmark the queues and not pop back up? or maybe not even having a popup, maybe just some icons that are available when queues are selected, and greyed out when not.
