Describe the Bug

helm chart v6.0.0 breaks how argocd server's configmap is configured
- as a result, no gitops repos are configured; may affect other configs

Expected Behavior

deploy eks/argocd with the latest argo-cd helm chart with expected configuration

Steps to Reproduce

deploy brand new instance of eks/argocd with chart_version set to 6.3.1
