Packages to deprecate

There was a feeling the list of packages had grown unwieldy and some pruning is in order.

Packages I think we could get rid off:

fs
pvlib-python
nci-monitor
nchash

Other possibilities

python-cdo : most functionality covered in xarray

regionmask: It looks potentially useful but I don't think it is in fact used.

As an aside, we can announce planned deprecation through hh5 announcements, or as a message with the module load, or both. If no push-back can go ahead and delete.

nci-monitor has been removed, but the others are still there.
