codecov: use carryforward flags #686

We should keep codecov separate for each project and update the monorepo README, and each respective pck README as well, to give some better insight.

Benefits:

code coverage report is only related to affected packages for a single PR. Showing the sum for all packages does not yield good insight.
PR test time is reduced to only run codecov for affected packages.
