Support for Intel Fortran Compiler ifx #26

Intel has deprecated its ifort compiler. Would it be possible to support their new compiler ifx? I see autoconf has support for it.

Build system has been updated to current autotools versions and the patches we had for using ifort on windows have been extended to ifx.
