Proposal: Upgrade to Nest v11 for the 6.X.X release

Use case

Nest v11 has recently been released. Looking for feedback on if we should consider this upgrade for the 6.X.X Rockets release that is currently in alpha.

There is some risk due to:

1. lack of full test coverage on all packages.
2. 3rd party dependencies might not be compatible with Nest v11.

Additional discussion:

1. Should we wait for Nest v11.1.X?
2. Should we target the Rockets 7.X.X release instead?

Proposal

• Analyze Nest v11 release notes for broken backwards compat notes.
• Upgrade the 6.X.X release branch to Nest v11.
• All test suites must pass, including E2E.
• Perform experimental Rockets upgrades on existing projects.
