Idea is to implement:

Clustered qnetd (active/passive)
redundant interconnects
Also implement "unified" algorithm which accepts number of votes "1" - "(n - 1)"

Clustered qnetd (RA agent) is now implemented and merged - ClusterLabs/resource-agents#1748
