I'm wondering if it makes sense to treat angle-brackets as raw html, but then do what html does, and require people to use > and < (remove spaces) to actually show > and <.
Note that in this comment, which is md, in order to make > show up I had to then escape the & via a "".

I think forcing < and > is not good as it isn't required in markdown. However, we should probably add rendering for < and > since *roff doesn't need them to be escaped.
