Generate act_code and fp_code Server-Side

act_code and fp_code should be generated server-side. In some places, the swagger says the client should send these when creating or updating user profiles/accounts, and they are sometimes sent in response to GET requests. Instead, these should only be seen by the server and they should be generated by the server.
