Does the blinking mean it's working?

I am using this tool on a New 3DS XL and I want to make sure it is working.
After the status light starts blinking I press a button, and it continues to blink. of course, there's nothing on the screen, so does the blinking mean that it's working? I can't find any documentation that says what the console should do other than shut off once it's done.
