We need to

  1. Dataset list: Add a switch to filters "High-Value Dataset" - based on applicableLegislation being http://data.europa.eu/eli/reg_impl/2023/138/oj
  2. Dataset list: Add a facet - HVD Category for hvdCategories (similar to themes)
  3. Dataset detail: Show HVD categories (similarly to themes) on dataset
  4. Dataset detail: Show HVD flag on (any) Distribution, based on applicableLegislation being http://data.europa.eu/eli/reg_impl/2023/138/oj

  5. Dataset detail: Show HVD flag on Data Service Distribution (separate from just Distribution), based on applicableLegislation being http://data.europa.eu/eli/reg_impl/2023/138/oj

Also add "HVD" pill to the dataset search result, similarly to formats and data services.
