need to test

  • enough orderers remain to achieve concensus
  • not enough orderers to achieve concensus

Use all scenarios for orderers
Bringing down 1 or 2 orderers should not make a difference
Bringing down 3-5 orderers means that you don't have a majority or working orderers so will fail
