As a UX designer,
I want to conduct a pilot conversion of a sample decision letter from PDF to HTML and perform an initial accessibility review,
so that we can identify and address any potential issues before moving to a broader implementation.

Acceptance Criteria:

  • Pilot Conversion: Convert a representative sample decision letter from PDF to HTML using the selected tool.
  • Accessibility Review: Evaluate the HTML output using available assistive technology simulations (e.g., JAWS, NVDA, VoiceOver, TalkBack) and manual review for visual accessibility aspects.
  • Documentation: Record any identified issues, observations, and recommendations for improvements.
