Clean up portal and UI task definitions

User Story - Business Need

Similar to https://github.com/department-of-veterans-affairs/vanotify-team/issues/1177#issue-1965299704. We already have a GHA Workflow that cleans up old task definition revisions. This ticket is asking to have all portal and ui task definition families included in the cleanup workflow, keeping only the most recent 10 revisions of each.

• Ticket is understood, and QA has been contacted (if the ticket has a QA label).

As a VA Notify dev
I want to clean up old task definition revisions for portal and ui
So that task definition clutter is reduced.

Acceptance Criteria

• A maximum of 10 task definition revisions exist for all portal task definitions
• This work is added to the sprint review slide deck (key win bullet point and demo slide)
