this is the follow up for ticket #3563
Add information from the rough draft found here to the doc site.
As part of that create an associated test suite that can be run to validate new OS's as they come out

AC for completion are:
New OS test plan is formalized on doc site
New OS test plan is in an initial smoke level form, and easily found
