[SPIKE] Determine scope for NoK and EC based on Profile timeline

Background

The Cartography and Profile team shared more information with us on the future implementation direction and timeline for NoK and EC editing.

As of now, they do not have editing capabilities, but plan to add them in the future (timeline not confirmed) and have the designs to represent these additions.

Tasks

• Relay updated Profile information to Kristen
• Work with Kristen to determine if/how this impacts what we'll do for the MVP of VAHB demographics check
• Create any follow-up tickets for resulting wireframe changes
