Address findings from internal design review for OHI

The follow issues were found during internal design review.

Acceptance Criteria

The follow issues have been fixed.

• Fix: (On Medicare Upload/Part D status) On Mobile - When you skip the Medicare card upload, the next screen does not scroll to the top
• Fix: (on Health Insurance Card Upload/Additional Comments) On Mobile - When you skip the HI card upload, the next screen does not scroll to the top
• Fix: (On Upload Supporting Documents/Review and sign) On Mobile - When you navigate from the upload summary page, the next screen does not scroll to the top
• Fix: (on Confirmation page with mail in docs) The supporting docs link that state (open in New tab) opens in the same tab.
