verify DR1 data sizes and actual location on disk

For table 8 (DR1 Directory Structure and Data Volume), verify the actual DR1 structure on disk and check the final volume numbers before submission. Tagging @weaverba137 to reference this issue wherever is needed.

• VAC or specprod for 20211212 reprocessing desida#37
• populate dr1/survey/fiberassign desida#33
• add dr1/survey/ops/surveyops/tags/1.0/ desida#8
• placeholder: DR1 VACs desida#6 (i.e. final size of the vac directory when finalized)
