problem in dependencies when trying to install

i am getting this error when installing via pipenv:

$ pipenv install django-oscar-promotions

i can --skip-lock and install it and then i can see Conetnt menu in dashboard has blocks etc. and i can follow the dashboard to create blocks but unable to figure out how to show in home template (flatpage). would be great help if a sample template tags was also shown in the docs.
