redmine:5.0.3 cpu overload

Hello!
We are using the redmine:5.0.3 image for our redmine deployment. It is used by about 70 users and is very slow. How can this be fixed? Or how can this be troubleshooting? Maybe we need to change default configuration for puma or ruby?
