Is your feature request related to a problem? Please describe the problem.

The console log UI always displays a timestamp that's in UTC time. I think most people would prefer the console log timestamp was displayed in local time. Also, I can imagine some people would prefer turning the timestamp off altogether.

Describe the solution you'd like

Add an option to the dashboard UI to control the console log timestamp display. Should be persisted to a cookie and remembered between Aspire runs.
