[tests] Explore dropping the test sdks for template tests #8388

Currently we create 3 dotnet sdk installations for template tests:

8.0
9.0
9.0+8.0

But this can possibly be reduced to just 9.0+8.0, since we don't have any installed-sdk-specific behavior now in the template generation logic.

Counter: useful to new+build various project templates with both 8.0/9.0 sdk to confirm that they are buildable without warnings.
