Enable isAssetlessBuild in VMR repos that don't retain their official build

See #3737 (comment) for the list of repos that shouldn't change. All the other repos' official builds from the list below should get updated to not produce assets anymore:

When doing this, make sure that compliance tools (CG, CodeQL, ...) still run on a repo pipeline that builds the repository and creates intermediates (i.e. project.assets.json files for CG).
