Providing the citizen to subscribe to payment

Currently, the DIGIT solution provides the notification for bills for citizens' own accounts.
But this condition does not hold good for all the cases. For example, if a tenant needs to pay the bills for a water connection bill that belongs to the owner's name, in such case citizens should get the option to subscribe to bills for other connections.
