Import same manuscript only once

Currently the import is incremental per export file. The export file won't get re-imported again with subsequent updates - unless the schema or data version had changed. In that case and for empty databases the same manuscript might get updated by a later export, making the import of the previous version superfluous.

The same applies to persons, which may be imported multiple times.
