As discussed by Garry in this github discussions thread. After changing to the new addon system many of the issues revolving around hotloading should be resolved.

This will be done once the addon system is in a more "stable" state to avoid doing twice the work in the event that is overhauled. I will monitor the progress of the addon system and check the code periodically to see when a good time would be to migrate.
