Unable to scroll back up if end of content is reached #544

Repro - from the docs: https://vaul.emilkowal.ski/default#scrollable

Current behaviour (iPhone 15 Safari 17)

You need to scroll to the bottom and then wait till the scrollbar isnt visible anymore, then you can't scroll back up inside the drawer

Expected behaviour

After scrolling to the bottom of the content, any up swipe inside the content-area should scroll back up.
