[Opera specific] After re-login DIAL's coordinates calculation doesn't include dev tool on the screen (e.g. side bar becomes hidden)

What happened?

1. Log into DIAL in Opera browser
2. Open dev tools in the same window (left or right or at the bottom - doesn't matter) -> note that the DIAL changes its coordinates and all the panels are seen ok
3. Re-login -> note that panel is under the dev tool -> bug
   If to move the dev tool -> DIAL changes it's coordinates to correct view
   

Note: not reproduced in Edge, Chrome, FF
Note: Opera version is the latest (version: 116.0.5366.21)
Note: according to tests of Maksim N. the issue is reproduced partly on 4к and fullhd monitor. Th login page is not centered, but after successful login DIAL looks fine.

It's known issue in Opera for Windows (not reproducible in Opera for Mac). Reproducible stable, each time after relogin DevTools overlaps my page and window.innerWidth is incorrect as there are no DevTools. It reproduces for Left, Right and Bottom positiones of DevTools. Only when I resize the window manually it recalculates width correctly with according to DevTools width. I tried resizing programatically but it didn't help
