[Overlay]: overlay features are not applied if they are missing in the chat enabled features

What happened?

Steps:
1 Run DIAL chat with the following settings:

ENABLED_FEATURES="top-settings,top-chat-info,top-clear-conversation"
IS_IFRAME=true

2 Run overlay sandbox with configured chat domain and the following features enabled:

Feature.ConversationsSection,
Feature.ConversationsPublishing,
Feature.Header,

3 Set overlayConversationId to some published conversation

4 Open overlay sandbox home page, open conversation side panel

Expected result: configured conversation is selected in the 'Organization' section
Actual result: configured conversation is selected, 'Organization' section is absent

Need to test other conbinations for possible issues
