How to reproduce

Steps:

create quick app with correct toolset
click on newly created app's card -> card pop-up is open
click on publish icon
input request name and click "Send request" button

Actual result

error toast message is displayed

publication request was not created

Expected result

publication request for quick app should be created and should be displayed for Admin user
