docker image action failing

@seabbs are you using this for something (or are you aware of anyone doing so) or can we remove it?

I'm not and I don't think anyone is. If there are still plans for the hub to have containers might want it and some production users would probably prefer if we did have one.

What we have can be radically simplified though as we don't need the vscode integration
