Need to prevent incidental two clicks in quick succession on BSD from sending instant notification twice.
There are two places this can occur:

  • Check-In button on research BSD, that action sends the first notification for the B/U/M survey
  • Specimen Link button on the clinical BSD, that action send the first notification for the B/U survey

@amber-emmes The same fix that was applied to issue #1116 is needed for this issue.
