BPTL Collection ID Search - Error when searching for collections received before 11/3/2023 (Biospecimen) (March)

It appears that if you are searching for a collection received on of before 11/2/2023 you will get the couldn't find collection error. From 11/3/2023 on it appears to find the collection.

I was searching for a sample from April 2023 and could not find it. I also was searching for samples from August 2023 which I couldnot find. I realized there might be an issue as I know the collections existed as they appeared in manifests when I was looking up different packages.

To replicate, download Receipted csv files from 11/2/2023 and 11/3/2023. Search any of the colelction IDs and you will see the ones from 11/2/2023 will produce the error but ones from 11/3/2023 will find the colelction and bring up the data screen.
