setting secondary plot criteria

In above by screenshot is 7 parallel jobs. Last one is already copying file from second temp drive to final drive. It takes about 10 minutes.

Is it possible to set some secondary criteria for spawning new plot, please?

Primary temp drive is already free from last job and could be used for new plotting but it waits till last job finishes.

My config says 1:2 stage and 25m stagger. Perhaps creating a directory in primary temp drive and use overrides if 4:0 start one job?
