Unsure if we should even support this but it's a real mode. The context I found for this is https://www.esp32.com/viewtopic.php?t=395 which essentially says it's a convenient way to achieve 1.65v on a pin, which I guess has some limited use.

we can add this to flex, I guess, but otherwise I wouldn't try to confuse anyone in the mainline Output driver
