Goals:

When a new TODO, HACK, FIXME or other similar comment (TBD) is added, the "Housekeeping" CI workflow will fail
The task should run as a regular Unix shell script (I have one somewhere, may need some cleanup) on ubuntu-latest
If it applies: All existing comments of this style should be converted to issues and removed first
