Subtitle should be more descriptive, something like

UICollectionView with a sticky header flow layout, written in Swift 🔶

How about

BTW: Why not making it only a pull to refresh animation for Scrollview, like these guys?

Do you mean the naming ("pull to refresh animation for ScrollView") or do you want to know why I implemented it for a UICollectionView instead of a UIScrollView
