add restart scripts in SC and shell #12

When the stream stops, watcher scripts should auto-restart it:
in SC, when no sound for longer than 15 secs, recompile
in shell, when no sclang process is found, killall sclang and supercollider app,
and start SuperCollider again.

how to tell audio hijack to autostart when gone offline?
monitor stream volume from browser ?
